NFPA 1031 – Level I | Fire Inspector Training
NFPA 1031 Certification Program | Level I
The NFPA 1031 certification program is comprised of five (5) co-requisite courses accomplished over the course of three (3) months.
Each course is required for a full NFPA 1031 certification.
Courses can be completed in any order and may be validated by other institutions towards this certification, if applicable.
Certification Learning Objectives
FESTI’s NFPA 1031 was created and led by Gary Jarrett. Gary has more than 30 years of fire prevention and inspection experience and understands the best way to teach this critical theory.
This program is designed to teach students how to apply the concepts and skills of a fire inspector.
To achieve OFM accreditation under NFPA 1031 a student must meet all co-requisites and requirements of the course, including:
- NFPA 1031 Fire Inspector Level I Preparation Course [40 hours of instructor-led synchronous online training]
- co-requisite | Inspections & Legal Procedures [40 hours of instructor-led synchronous online training]
- co-requisite | NFPA 1072 Hazmat Awareness [six (6) hours of asynchronous self-paced online training]
- co-requisite | Ontario Fire Code Part 2 & 6 [40 hours of instructor-led synchronous online training]
- co-requisite | Ontario Fire Code Part 9 [40 hours of instructor-led synchronous online training]
Complete certification will take approximately 12 months of distance learning.

Legislation and Courtroom Procedures
Course Description
Conducting effective regular and specialized fire inspections is an integral part of the job of a fire prevention professional. This course focuses on the legal framework of fire safety inspections and the real-life application of the Fire Protection and Prevention Act and the Ontario Fire Code. Students examine fire safety inspection cases from start to finish including legal actions taken under the Provincial Offences Act. This program is a required course for NFPA 1031 level 1 certification.

NFPA 1072 Hazmat Awareness
Course Description
This course is designed to explore the Emergency Response Guidebook (ERG) and the responsibilities of employees who identify hazardous materials in their workplace.

Ontario Fire Code Part 2 & 6
Course Description
This is a required course as part of the NFPA 1031 level 1 certification program. The course reviews the prescriptive requirements of parts 2 and 6 of the OFC. The course examines the scope and application of parts 2 and 6 to allow the student learner the ability to apply the requisite knowledge. This program is a required course for NFPA 1031 level 1 certification.

Ontario Fire Code Part 9
Course Description
Retrofit (Part 9 of the Ontario Fire Code) is a tool that is used to bridge the gap between older buildings and current codes and standards. Retrofit plays an integral role for municipal fire departments when dealing with specific high-risk occupancies like rooming and lodging houses, basement apartments, hospitals, and senior living facilities. In this subject, students gain a thorough understanding of how retrofit is utilized to make aging buildings safer and the historical cases that have shaped the compliance requirements of Part 9 of the Ontario Fire Code. This program is a required course for NFPA 1031 level 1 certification.

Exam Description
NFPA 1031 – Level I
Time and Location:
• Exams will be hosted at FESTI in Theatre A and B unless otherwise indicated
• The timing of exams will be provided in the onboarding information available once your purchase has been confirmed
• Late candidates will not be allowed to enter the exam
• We ask that you arrive 30 minutes prior to the start of your exam and wait in the cafeteria area. The OFM proctor will let the group know when it is time to enter the exam room:
- Start time: 8:00 AM
Important Information:
• 30 days prior to the exam date your name will be added to the Candidate List and sent to the OFM. After this time NO REFUNDS will be issued
• Please ensure when registering for your OFM retest that you indicate your name as you would like to see it on the certificate. Reprinting of certificates due to incorrect names will be at your expense and done through the OFM
• NO SHOWS for scheduled exams in which your name has been provided on the Candidate List will count as a failed attempt
• the OFM provides 3 opportunities to write each exam – after three (3) failed attempts the candidate is required to retake the course
